UN Security Resolution 1373

" acting in accordance with Chapter VII of the UN Charter,
"1. decides that all States shall:
"a) preventing and combating the financing of terrorist acts,
"b) make it a criminal offense for citizens of the state or on the territory of the state to intentionally procure or collect financial funds, in any way, directly or indirectly, with the intention of using them, or knowing that they will be used, to carry out acts of terrorism,
"c) freeze without delay financial funds and other financial assets or financial resources belonging to persons who commit, or attempt to commit, terrorist acts, or who participate in or facilitate the execution of terrorist acts; which belong to businesses that are directly or indirectly owned or controlled by such persons; and which belong to persons and enterprises acting on behalf of, or at the behest of, such persons and enterprises, including financial funds originating from property directly or indirectly owned or controlled by such persons and associated persons and enterprises,
"d) prohibit its citizens or persons and enterprises in its territory from making financial funds, financial assets or financial resources or financial services or other similar services directly or indirectly available to persons who commit or attempt to commit, or who facilitate or participate in in the execution of terrorist acts, for businesses that are directly or indirectly owned or controlled by such persons, and for persons and businesses that act on behalf of or at the behest of such persons,
"2. Also decides that all States shall:
"a) refrain from providing any form of active or passive support to businesses or persons involved in terrorist acts, including by combating the recruitment of members to terrorist groups, and by eliminating arms deliveries to terrorists,
"b) take the necessary measures to prevent acts of terrorism from being committed, including by giving early warning to other states through the exchange of information,
"c) deny safe haven to those who finance, plan, support or commit terrorist acts, or who offer safe haven,
"d) prevent those who finance, plan, facilitate or commit acts of terrorism from using their respective territories for such purposes against other States or their citizens;
"e) ensure that any person who participates in the financing of, planning of, preparations for or the execution of acts of terrorism, or who supports acts of terrorism, is brought to justice and, in addition to any other measures taken against them, ensure that in internal laws and regulations it is determined that such acts of terrorism are serious, punishable offences, and that the punishment properly reflects how serious such acts of terrorism are,
"f) provide each other with the greatest possible assistance in connection with investigations or criminal cases related to the financing of or support for terrorist acts, including assistance in obtaining evidence that they have in their possession, and which are necessary for the sake of prosecution,
"g) prevent the movement of terrorists or terrorist groups by conducting effective border control and control over the issuance of identification papers and travel documents, and through measures to prevent counterfeiting, forgery or illegal use of identification papers and travel documents,
"3. Calls upon all States to:
"a) to find ways to intensify and facilitate the exchange of operational information, in particular with regard to the actions or movements of terrorists or terrorist networks, false or forged travel documents, trafficking in weapons, explosives or sensitive materials, the use of information technology by terrorist groups and the threat of terrorist groups' possession of weapons of mass destruction constitute,
"b) to exchange information in accordance with international law and domestic legislation and to cooperate on administrative and legal matters in order to prevent the commission of acts of terrorism,
"c) to cooperate, in particular through bilateral and multilateral arrangements and agreements, to prevent and combat terrorist attacks and to take measures against persons who commit such acts,
"d) as soon as possible to become a party to the relevant international conventions and protocols on terrorism, including the International Convention on Combating the Financing of Terrorism of 9 December 1999,
"e) to increase cooperation on and fully implement the relevant conventions and protocols on terrorism and Security Council resolutions 1269 (1999) and 1368 (2001),
"f) to take the necessary measures in accordance with the relevant provisions of national law and international law, including international human rights standards, before granting refugee status, in order to ensure that the asylum seeker has not planned, facilitated or participated in the execution of terrorist acts,
"g) to ensure, in accordance with international law, that those who commit, organize or facilitate acts of terrorism do not abuse refugee status, and that allegations of political motives are not recognized as grounds for refusing requests for the extradition of suspected terrorists,
"4. Notes with concern the close connection between international terrorism and cross-border organized crime, illegal drug trafficking, money laundering, illegal arms trade and illegal movement of fissile, chemical, biological and other potentially lethal materials, and in this context emphasizes the need for to strengthen the coordination of efforts at national, subregional, regional and international levels to strengthen a worldwide response to the serious challenge and threat facing international security,
"5. declares that terrorist acts, terrorist methods and the practice of terrorism are contrary to the goals and principles of the United Nations, and that the deliberate financing, planning and incitement of terrorist acts are also contrary to the goals and principles of the United Nations,
"6. decides, in accordance with rule 28 of its provisional rules of procedure, to establish a committee of the Security Council consisting of all members of the Council, which shall monitor the implementation of this resolution with the assistance of the necessary expertise, and calls on all States to report to the committee what steps they have taken to implement this resolution, no later than 90 days after the day this resolution is adopted and thereafter according to a schedule proposed by the committee,
"7. asks the committee to define its tasks, submit a work program within 30 days of this resolution being adopted, and assess the support it needs, in consultation with the Secretary-General,
"8. expresses that it is determined to take all necessary measures to ensure the full implementation of this resolution in accordance with its responsibility under the UN Charter,
"9. decides that the matter shall remain on the agenda."
Either the USA's exempt from this charter? Break every single clause.
Or yet again the UN just adds another worthless resolution to all of the other hot air resolutions.
